Editorial Policies

Aim and Scope

The most important objectives of the Journal are: generalization of scientific and practical achievements in various fields of library and information science, bibliography, book science, scientomentrics.

The scientific concept of the Journal involves the publication of modern achievements in these areas, the results of research, and reviews.

Both domestic and foreign scientists, tutors and librarians working in the field of library science, bibliography and book business, as well as specialists in related fields, especially cultural studies and science and history, whose subject of research and practice is the book and library, are invited for contributing the Journal.

The Journal covers the results of investigations in the sphere of science, scholarly communications conducted using scientometric and bibliometric methods.

The Journal publishes original articles, the results of fundamental research aimed at studying various aspects of libraries activities, the existence of a book, the development of electronic information flows and means of scholarly communication, literature reviews on a wide range of issues in the mentioned areas, as well as the best practices of various activities of libraries and information centers. The Editorial Board pays great attention to the issues of training in the specialty "library science, bibliography and book science".

The Journal gives information on published and preparing for publication monographs, textbooks on this subject.

The Journal publishes information about regional and all-Russian conferences and congresses, programs and schedule of training courses.

"Bibliosphere" is an open access journal. All articles are made freely available to readers immediatly after publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

1. All articles, reviews and materials are subject to reviewing.

2. Research articles and reviews are subject to double peer review.

3. The procedure of peer review is the following. Firstly, an article and information about it go to the editor-in-chief. He (she) fixes the editor from the members of the editorial board. The editor gives general assessment of the material – whether it is within the profile of the journal and evaluate its scientific level. Secondly, the editor sends an article to  an expert (according to his/her profile) for peer reviewing.

4. The reviewers are experts from the members of the Editorial Board, the Editorial Counsil, as well as external experts from the leading scientists and specialists in the library and information science who have the academic degree on the speciality corresponding to the topic of the article under review, as well as publications on the topic of the reviewed article during the last 3 years. The decision to select a particular reviewer to review an article is made by the editor-in-chief of the journal.

5. The results of the peer reviewing should display the actuality of the theme, the novelty of its presentation, reasonability of its publication in this very journal. Separately the weak points are marked: logical and factual errors, shortcomings of presentation, stile and recommendation for an author how to get rid of them.

6. The review is sent to the editorial board by e-mail or put into the submission system.

7. All members of the Editorial board get aquainted with the reviews, they serve as a ground for making decision on the publication of the article.

8. The author can read the review on the submitted article in his personal acciount at the Journal website.

 

Indexation

Articles in "Bibliosphere" are indexed in the citation index calculation systems for authors and journals. "Citation index" is a numerical indicator that characterizes the significance of this article and is calculated on the basis of subsequent publications that refer to this work.

  • Russian Index for Science Citation (RISC) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

 

Publishing Ethics

The publishing ethics of the journal takes into account the ethical standards of editors and publishers, embodied in the Code Conduct and Best Practice Guidelines for Journal Editors and the Code of Conduct for Journal Publishers, developed by the Committee on Publication Ethics (COPE). In the process of publishing an editorial-publishing group of the Journal is guided by international rules of copyright, norms of the current legislation of the Russian Federation, international standards of publishing. The Editorial-Publishing Group activity is based on the principles of professional ethics of an editor and publisher, author and reviewer.

1. Principles of professional ethics of the Editorial-Publishing Group activity

The Group is responsible for publication of author's works based on the following principles and procedures:

1.1. Adherence to accepted ethical responsibilities of the Group, scientific-editorial board, reviewers and authors.

1.2. Ensuring confidentiality of authors’ publication and any information prior to its publication.

1.3. The Journal's activity is not a commercial project and does not have the purpose of making a profit.

1.4. Readiness to publish corrections, clarifications, retractions and apologies when needed

1.5. Non-publishing or exclusion of publications with plagiarism and false data.

1.6. The right of the editor-in-chief to deny a manuscript or require an author to improve it if it doesn’t conform the rules adopted by the journal and coordinated by the publisher.

1.7. The Group has the right to withdraw a published article if it becomes clear that someone's rights or accepted norms of scientific ethics have been violated in the publication process. The Group is obliged to inform the author on the fact of the paper withdrawal.

1.8. In the case of a publication acceptance, the article is in open access; copyright is held by the authors.

1.9. Providing the information on research financial support, if the author cites this information in the article.

1.10. The Group provides literary amendment of articles.

1.11. Editorial proofreading is agreed with authors.

1.12. Editorial-publishing group publishes the journal according to the adopted schedule.

1.13. Unaccepted manuscripts and accompanying documents are not returned.

2. Ethical principles of an author

The authors submitting manuscript for publication in “Bibliosphere” realize that they bear primary responsibility for the novelty and reliability of the research results and are guided by the following principles:

2.1. The author(s) should provide reliable results of the completed studies. The article should contain new scientific results. Deceiving or false statements are unacceptable.

2.2. The author(s) is responsible for the article content, and must ensure that the results of the research in the submitted manuscript are completely original. Borrowed parts require the mandatory reference to the source or authors. A lot of borrowed texts as well as plagiarism, are unethical and unacceptable. Borrowed texts without references will be considered by the Group as plagiarism.

2.3. The author(s) must give in the manuscript only authentic facts and information; provide sufficient information for verification; not use information obtained in private without an open written permission; prevent data fabrication and falsification.

2.4. If any part of the manuscript was previously published, the author should refer to earlier works and show differences between the new work and the previous one.

2.5. Authors should not submit a manuscript that was already placed in another journal and being on consideration for publication, and even more had been already published.

2.6. It is necessary to recognize the contribution of all persons who somehow influenced the research. In particular, an article should contain references to works that was important in conducting the study.

2.7. The author must comply with ethical standards criticizing or commenting the third-party research.

2.8. The author(s) of the article should be all persons who have made a significant contribution to the study. It is inadmissible to include persons who did not participate in the study as co-authors.

2.9. The author should respect the work of the Editorial-Publishing Group and reviewers, eliminate shortcomings or reasonably explain them.

2.10. If the authors ignore the reviewers’ recommendations, the article will not be published. The author(s) can motivate his refusal to follow the reviewers' recommendations by e-mail to the editor-in-chief. In this case, the author's explanatory letter is sent to the reviewers who agree or disagree with the author(s). In case of reviewers’ disagreement with the author, the article is not published, the author is notified by an official letter by e-mail with the statement about the impossibility (inadvisability) of publishing the article in this form.

2.11. The author(s) must submit and make out the manuscript in accordance with the rules adopted in the journal.

2.12. In case of detection of significant errors or inaccuracies in the work the author is to inform the Group immediately about this fact. The author(s) must provide the editor-in-chief with proof of the original article correctness or correct errors in the material if the Group has known about them from the third parties.

2.13. The author(s) should sign a license agreement granting the right to use the work on a non-exclusive basis and permission to processing personal data.

2.14. The submission of an article to the journal means the authors' agreement with the above rules and consent to placing the article full text on websites of the Journal and the Scientific Electronic Library (eLIBRARY.RU) in free access, as well as using personal data in the open press.

3. Ethical principles of the reviewer

The reviewer provides the scientific expertise of submitted manuscripts, whose activity should be impartial in nature consisting in the fulfillment of the following principles:

3.1. The manuscript received for review should be considered as a confidential document that can’t be passed for acquaintance or discussion to third parties without the editorial office permission.

3.2. The reviewer is obliged to know that the manuscripts sent to him are the intellectual property of authors and refer to information not to be disclosed. Violation of confidentiality is possible only in case of the reviewer's statement about data unreliability or falsification stated in the article.

3.3. The reviewer should pay attention of the editor-in-chief to the substantial or partial similarity of the estimated manuscript with any other work, as well as the facts of the absence of references to the items, conclusions or arguments previously published in other works of this or other authors.

3.4. The reviewer should note the relevant published works, which are not cited (in the article).

3.5. The reviewer is obliged to give an objective and reasoned assessment of the research results and clearly grounded recommendations. Personal criticism of the author is unacceptable.

3.6. The comments and wishes of a reviewer should be objective and of principle, aimed at raising the scientific level of the manuscript.

3.7. The reviewer must make decisions based on concrete facts and give evidence of his decision.

3.8. The reviewer is not allowed to make copies of manuscripts for his needs.

3.9. The reviewer has no right to take advantage of knowing the manuscript content before its publishing.

3.10. A reviewer who does not possess, in his opinion, sufficient qualification to evaluate the manuscript, or can’t be objective, for example, in case of the interests conflict with the author or organization, should notify the editor with the request to exclude him from the process of reviewing this manuscript.

3.11. The opinion on the article is confidential. Only the executive secretary and the editor-in-chief know the name of the reviewer. This information is not disclosed.

4. Principles of professional ethics in the activity of the editor-in-chief

The editor-in-chief is responsible for the publication of authors’ works, which imposes the necessity to follow the fundamental principles in his activity:

4.1. When deciding on publication, the editor-in-chief is guided by the reliability of data presentation and scientific significance of the work.

4.2. The editor-in-chief must evaluate the manuscript intellectual content regardless of race, gender, sexual orientation, religious beliefs, origin, citizenship, social status or political preferences of authors.

4.3. Unpublished data obtained from submitted manuscripts should not be used for personal purposes or transferred to third parties without the written consent of the author. Information or ideas obtained during editing and related to possible benefits should be kept confidential and not be used for personal gain.

4.4. The editor-in-chief should not allow publishing the information, if there is a sufficient reason to believe that it has plagiarism.

4.5. The editor-in-chief should:

– constantly improve the journal;

– follow the principle of opinions’ freedom;

– strive to meet the requirements of the journal readers and authors;

– exclude the influence of business or policy interests on the decision to publish materials;

– make decision on publishing materials guided by the following criteria: corresponding the manuscript to the journal subject matter; actuality, novelty and scientific significance of the presented article; clarity of presentation; reliability of results and completeness of conclusions. The research quality and its relevance are the basis for the decision to publish it;

– take all reasonable measures to ensure the high quality of published materials and protect the personal information confidentiality;

– take into account the reviewers’ recommendations when making the final decision to publish the article. Responsibility for the decision to publish the paper is entirely on the journal editorial board;

– justify the decision to accept or deny the article;

– provide the author an opportunity to substantiate his research position;

– not cancel the decision on publishing submitted materials, when changing the editorial board members.

4.6. The editor-in-chief should not leave unanswered claims regarding the manuscripts or published materials, as well as take all necessary measures to restore the violated rights in a conflict situation.

5. Guidelines to release articles

5.1. Preserving principles of publishing ethics by the editorial-publishing group.

5.2. Following guidelines when denying articles.

5.3. Maintaining the integrity of academic writing.

5.4. Preventing damage to intellectual and ethical standards if there are commercial interests.

5.5. Readiness to publish corrections, clarifications, rejections and apologies when it is necessary.

5.6. Preventing the publication of plagiarism and fraudulent data.

6. Conflict of interests

To avoid violations of publication ethics the Group should eliminate the conflict of interests of all parties involved in the publishing process. A conflict of interests arises when an author, a reviewer or a member of the editorial-publishing group has financial, scientific or personal interests, which may influence their actions. Such relationships are referred to as dual commitments, competing interests or competing allegiances.

In order to prevent conflict of interests and in accordance with the Journal ethical standards each party has the following responsibilities.

The chief editor should:

– pass the manuscript for reviewing to another reviewer if the originally assigned reviewer has a conflict of interests with the author of the submitted manuscript;

– ask all participants of publishing process about potential conflicts of interest;

– make the decision to publish the information specified by the author concerning the conflict of scientific and/or financial interests if it is not confidential and can influence the assessment of published work by the reader or the scientific community;

– ensure the publication of corrections, if the information about the conflict of interests was received after the article publishing.

The author is obliged to:

– specify the affiliation and sources of research funding.

The reviewer should:

– to inform the editor-in-chief about the conflict of interests (dual commitments, competing interests) and withdraw himself from reviewing the manuscript.

7. Violations

A mandatory investigation is required under the violation of the publication ethics by the editorial-publishing group, the author or the reviewer. It concerns to both published and unpublished materials. The editorial-publishing group is obliged to request clarification from persons convicted in violating the publication ethics, without involving those, who may have a conflict of interests with one of the parties.

If a paper containing significant inaccuracies has been published, it should be immediately corrected in a form accessible to readers and indexing systems.

Publication in "Bibliosphere" is free of charge for all the authors.

The Journal doesn't have any article processing charges.

Disclosure and Conflict of Interest

Unpublished materials got from submitted manuscripts must not be used in a personal research without the written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

"Bibliosphere" use native Russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Bibliosphere" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Prior to acceptance and publication in "Bibliosphere", authors may make their submissions available as preprints on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Journal Policy on the Use of Artificial Intelligence

1. No Artificial Intelligence (AR) AI program can be listed as a co-author of the article under any circumstances.

2. Generating and editing images is prohibited. An eхception is allowed when the image AL-acquisition or its AI-correction is a part of the study plan. In this case the author must describe in detail what changes have been made. One cannot use a link (reference) to the original figure if it has been tampered with by AI.

3. The author should provide information on the use of AI in the Materials and Method section (if AI is used to collect data, their analysis, images creation) or describe what work has been done using AI in any relevant part of the article.

The description of the work carried out by AI should indicate the extent of the AI tool’s intervention (for example, “approximately 20% of the test was originally composed by the AR”).

An indication on the use of AL should also be given when translating large fragments of texts.

4. Artificial Intelligence cannot be used in preparing a review, since even its fragments may violate the confidentially of the information received from the author.

5. Authors take all measures to minimize the risks when using generative AI: anonymizing their data, checking the results, etc.
