Abstract
The article illuminates unknown aspects of the history of «Gubernskiye vedomosti» (“Provincial Gazette”) – the first periodical editions, appeared in Russian provinces, particularly in Siberia, since 1857. The features of this edition, ways of funding, legal aspects (rules of issue), censorship of “Vedomosti” were studied. The author proposes a hypothesis that separate reprints (brochures) of articles from the edition’s unofficial part put the beginning of the Siberian regular book publishing.

The article considers the biography of N. I. Grodekov – the governor-general in Turkestan (1883–1893) and Amur region (1898–1902) in connection with the re-edition of his scientific ethnographic book «Kirghiz and karakirghiz of the Syr-Darya Region» in 2011.
