Abstract
The article examines the history of the development of book publishing and trade in a county town at the beginning of the twentieth century on the base of materials of Luga county town in St. Petersburg Province. It analyzes the phylogeny of the book center as a «cultural nest» of the region, as the source of education. Particular attention is paid to censorship of periodicals, Zemstvo publishing activities and public associations.

Abstract
The article analyzes the creative and personal motives of Russian architects' attention to the design of library buildings at the turn of XIX-XX centuries. It is shown that the library has become the object of creativity of architects due to the fact that architectural profession has acquired social responsibility. It is shown that in connection with political and social changes a new mass types of public buildings are formed, including libraries. The importance of biographical method for studying the project and competition of architectural documentation as a new for library science type of information source is demonstrated.
