It is devoted to the history of the formation of the activities of Soviet libraries on communication between society and science. It is proposed to single out the state-oriented service model, which was formed in Soviet times as a tool of social management through political and scientific and technical education. The goals of the enlightenment were to involve the population in the construction of a new socialist society, industrial in nature. Technologically, this was realized during the library reading of specially selected scientific and popular science literature. This reading is of a controlled nature.
The formation of the model began in 1920. In its development, it went through three stages: formation (1920–1940), heyday (1950–1970s) and extinction, which occurred in the late 1980s – early 1990s. Its theoretical and methodological basis was the works by V. I. Lenin and N. K. Krupskaya. It is concluded that the Soviet model of the organization of library communication between science and society was 1) vertical, systematic and directive in nature, providing, on the one hand, the formation of a natural-scientific materialistic worldview, coupled with the propaganda of Soviet science and its achievements, on the other hand, countering “pseudoscience” and religious worldview; 2) effective in the fight against illiteracy and initial political and natural-scientific (scientific and technical) education. The achievement of a higher level of development by Soviet readers in the second half of 1970–1980 showed that this model gradually exhausted its potential. This, in turn, required the development of new forms of library management and library reading management technologies aimed at a well-educated and active reader. The beginning of the reform took place in the 1990s.
The article gives a brief description of present reference and bibliographic service models. Its aim is to show the tendencies of reference and bibliographic services development under the conditions of information (and later – digital) technologies. Tracing the evolution of reference and bibliographic services in the aspect of expanding the range of information services the author comes to the conclusion that during the introduction of information technologies, there has appeared a tendency to integrate various types of information services and, as a result, to put out reference and bibliographic services beyond the classical model. Thus, it requires its adjustment taking into account the information needs of new generation users. It is assumed that thanks to the increase in the capacity of the service resource base, the range of comprehensive information services of a research nature aimed at broad information science support, as well as creative and business activities, will expand.
The article is devoted to identifying the role of a university library in the formation of professional competencies of students studying journalism. The relevance lies in the reduction of information competencies of mass media specialists, which affects not only the quality of information flows, but also the development of the audience, contributing to the creation and spread of misconceptions and factual errors.
The purpose of the study is to determine the degree of influence of the library on the formation of elements of information culture among students in the direction of training “Journalism”. The author identifies the main problems that arise when students work with library technologies, and presents ways to solve them. The author implemented an experiment on the formation of the foundations of library and information literacy in the context of developing professional reading skills, and presented recommendations for conducting classes with first-year students. This study may be of interest to teachers who train specialists in the field of mass media, for employees of university libraries, as well as for specialists working with juniors in the framework of career guidance projects.
The development of digitalization has led to increasing use of social networks by academic libraries as a means of marketing services. The literature review has shown that the purpose of library communications on social media is to persuade library users to pay attention to resources and services. Students, from their hand, perceive the library’s social media posts related to training support and publications about events at the university as most useful. Through social media, librarians try to develop relationships with their users. The problem is how to organize this work more effectively. The purpose of the article is to present the results of testing the program for the development of the library’s representative office in social networks. The development of resources is considered on the example of the university library group on the VKontakte social network. The interim results of the Program for three quarters are presented. Based on the presented data, positive dynamics of indicators is recorded and it is concluded that such an indicator as site traffic over time becomes more and more problematic, and work with user involvement in social networks requires great attention and different approaches from librarians. The results of the OKR marketing approach are of practical importance in managing the social networks of libraries of all forms of the organization.
The development of information technology has contributed to the rapid process of informatization of all spheres of modern society, including library and information activities – the methods of collecting information, its visual display and providing access to it have changed; the processes of acquisition, processing of documents, preservation of collections have been transformed. The forms of information and library services have become different. The process of informatization has brought the activity of the world’s libraries to a higher level, opened up qualitatively new possibilities of performing technological operations, working via mobile devices, providing access to full-text resources in a remote mode, etc. Naturally, all these changes have also affected libraries in the Republic of Uzbekistan. Since the end of the 1990s, there began the active process of introducing information and communication technologies and automation of libraries in the republic. The work to improve the activities of the library and information institutions of the republic is still going on. The article aims to evaluate the state and degree of development of the informatization process in the leading libraries of Uzbekistan. The results of the reforms on the introduction of information technology in the libraries of the Republic of Uzbekistan are given. An important task is to analyze the main trends and the state of the informatization process in the library-information institutions of the republic and to identify the problems in this area of library activity.
The purpose of the research is to study the opinion of library specialists on the use of methodological resources posted on libraries’ websites and portals, social networks and blogs, and the frequency of access to them. The article gives the results of this survey. The respondents were heads and employees of libraries, representatives of methodological services. The total of 754 respondents took part in the survey. The answers of the employees of methodological services were analyzed separately. It was found that in order to obtain professional information, respondents more often go to the “Professionals” / “Colleagues” section on the library’s official website. According to the survey, heads of the libraries and methodological service employees partially had the same requests with which they applied to the “Professionals” / “Colleagues” section. They were looking for webinar recordings, full texts of regulatory documents, announcements of professional events, scenarios of events, information on advanced training courses. The main attention of library staff was focused on access to full texts of scripts for events, recordings of webinars and announcements of professional events. For library employees, it was important to have access to up-to-date information that reflected the current problems of libraries with detailed comments and explanations. The majority of respondents indicated the ease of navigation and information search on the libraries’ websites or portals in the “Professionals” / “Colleagues” section. Some survey participants identified problems in accessing professional information on the library’s website. It was concluded that professional information posted on the websites and portals of libraries needed structuring and clarifying entries used.
REVIEW
The Biography of the well-known Russian librarian and scientist Maria Ivanovna Akilina is presented. It is prepared on the basis of her autobiography and other documents of the Human Resources Department of the Russian State Library. The main scientific works of M. I. Akilina are characterized. The subjects of scientific works of the scientist are revealed: scientific and methodological activity of libraries, theoretical problems of library science, national libraries of the republics of the Russian Federation and central libraries of the constituent entities of the Russian Federation, mass, rural libraries. The periodicals in which M. I. Akilina published, her awards are named. The personal qualities of Maria Ivanovna are shown.
LIBRARY BIBLIOGRAPHY
The purpose of the article is to show the results of a study of selected bibliographic resources in Russian libraries for the popularization of science, the promotion of scientific knowledge, the formation of a scientific worldview and the development of scientific literacy. Selected bibliographic resources on 87 library sites were considered. 750 selected bibliographic resources were identified, of which 280 (27 %) are aimed at disseminating modern scientific knowledge. Most of these are non-renewable resources. It has been established that in the process of promoting scientific knowledge, libraries most actively use reviews; electronic thematic collections, selections, exhibitions and selected lists; less often – selected bibliographic indexes, guidebooks, digests, card indexes and bibliographic reference books. Such traditional types of advisory aids as memos, bibliographic essays, popular bibliographic encyclopedias, booklets, and almanacs are almost never used. It is concluded that in the activities of libraries for the dissemination of scientific knowledge, selected bibliographic resources do not yet occupy a worthy place despite their decisive role in purposeful and systematically organized self-educational reading, which opens up wide opportunities for the formation of scientific worldview.
EXPERIENCE EXCHANGE
The article examines and analyzes the existing information resources on the support of voluntary activity (VA). It is shown that VA participants often lack reliable information about volunteerism, which is scattered across various information resources. To meet their information needs, it is necessary to create a single information resource that will help not only motivate VA participants to implement socially significant programs and projects, but also attract new participants in VA. The purpose of the article is to propose the structure and main blocks of the information portal to support VA. As a result of the research, the following main blocks of the information resource are identified: the experience of VA, preparation of public speeches, creative thinking, project development and management. The data of these information blocks allows the creation of a single information resource to meet the information needs of volunteers.
LEGAL CONSULTATION
The problems of legal regulation of the relationship between a university teacher and management in the field of creation and use of scientific works arise due to insufficient elaboration of contractual relations. In universities of culture, in addition to creative activity, teachers should also conduct scientific work, create scientific works that may have the status of official ones. To regulate these legal relations, it is recommended to conclude various types of contracts. The analysis of judicial practice in the field of the use of official works indicates the importance of detailed compilation of documents in the field of labor relations. So, in employment contracts and job descriptions, a list of jobs that will have the status of official can be specified. When placing scientific works on the Internet, it is necessary to formalize contractual relations with all participants in the process, stipulating the terms of use of the publication, or use technological protection tools.
