Abstract
The article considers five manuscripts related to the name of Cesarevich Alexander Nikolaevich, which nowadays are stored in V.A. Zhukovsky’s collection of Tomsk State University Research Library (Tomsk, Russia). It gives brief manuscripts descriptions, as well as information about their authors; describes some aspects of Cesarevich and his tutor relationships reflected in the manuscripts stories. One manuscript belonged to Cesarevich is devoted to describing the composition and administrative structure of the Russian Empire. Its content and presentation character correspond to educational principles preached by Zhukovsky: «It is better less, but well learnt, than much, but poorly learnt». Another manuscript «Brief review of the Comissariat in historical and statistical aspects» is devoted to the history of the Comissariat Department of the Military Ministry. Probably, its author was S. Shipov, who expected to present the manuscript to Cesarevich; the dedication to hum is seen at the beginning of the text. However, for different reasons, the presentation did not take place, and the manuscript remained in Zhukovsky’s library. One more manuscript was also intended for presenting to Cesarevich. It is «The feeling of a Russian on the return of the adored Sovereign heir from a voyage across Russia». Two more manuscripts from Zhukovsky’s library were written with the same handwriting: «The Sacred Tribute of a Russian or Patriotic Offering» and «A Lost Mortgage or Half an Hour of Testing». The author hypothizes that all three manuscripts are associated with the name of a serf self-taught poet S. Sibiryakov, whose fate was actively paticipated by Zhukovsky. Thus, three manuscripts from Zhukovsky’s library can be viewed as related to Cesarevich Alexander Nikolaevich. They allowed imagining various aspects of the relationships between the Cesarevich and his tutor. One of them is the education of attitudes toward charity as a civil act. It is also evident that the books of the Romanovs dynasty representatives could be deposited not only in their personal or palace libraries, but some copies could be included in book collections of persons, close to the Tsar family.

Abstract
The article is devoted to reading modification, which is most widespread today, educational reading. For the first time educational reading of Siberian and Far Eastern residents became a subject of an independent research. Its importance to develop a personality, society, state is reasoned. The author considers the corpus making educational reading, to which refers textbooks, manuals, reference books, encyclopedias, fiction according to school curricula and other editions that addressing is related to educational activity. The audience of educational reading is revealed and characterized, its age and gender structure is defined. Children, teenagers, youth entered it by age criterion, mainly women by a gender one. Pupils made the most group of users of municipal and state libraries on number. Among them senior school children more often addressed to libraries for preparation to classes. Requests for educational literature averaged from 60 to 90% of all requirements in municipal libraries of the region. Author's definitions of the term «educational reading» are offered to a scientific community for discussion.

Abstract
The Russian government in the field of extracurricular education in the early XX century persuded certain goals: preserving the state foundations inviolability, spreading the Orthodoxy tenets, raising the people cultural level. These objectives were being realized through book publishing. The public policy conductors were the governor administration, Vyatka diocese. The local territorial self-government played a certain role. The article purpose is to consider the Russian state policy specifics on development of book publishing in the early XX century implemented in Vyatka region. The study objectives are: to identify ways and methods of implementing the government policy on adult education in the specified field of activity; to show the role of local and territorial self-government and Vyatka diocese in developing the regional book publishing. The author uses historical-typological and historical-systematic methods; a historical-genetic technique is applied to identify the dynamics and historical perspective of Vyatka territorial self-government power and bodies activities in the printing field. An aggregative method makes it possible to collect the scattered facts and make a complete judgment on the studied subject. From the author’s viewpoint, cultural-historical and anthropological approaches allow highlighting the main policy objective of the Russian empire government on book publishing development in the early XX century, realized by Vyatka provincial authorities and local self-government bodies, which was to increase the population spiritual culture level. According to the census of 1897, only 21% of the population was literate, while the literacy rate for men in 1913 grew to 40%. By the beginning of 1913 the number of literate peasants in Vyatka province reached nearly 667 000 people. The Vyatka governor administration, the police sought to control colporteurs-ofens’ work. The aboriginal translation сommission has functioned in the province. A major role in organizating the book trade in Vyatka region played a warehouse created by the provincial zemstvo in 1894. In 1913 the provincial government agreed to its abolition. In the 1970s Vyatka provincial zemstvo undertook publishing activity. The local territorial self-government and Vyatka diocese showed themselves the most active in the sphere of people extracurricular education and book business in Vyatka province in the early XX century. The protective function dominated in Vyatka government activities.

Abstract
The article consists of two parts. The first is dedicated to the 500th anniversary of Conrad Gessner (1516-1565), an outstanding Swiss scholar and bibliographer. He entered the history of bibliography and librarianship as a compiler of «Bibliotheca Universalis» published in 1545 at Christopher Froshower’s Printing House in Zurich. «Bibliotheca Universalis» is the first attempt to create an international bibliography of books printed in Greek, Latin and Judish, as well as biographical information about authors and their writings. In total, he described about 15,000 books belonging to almost five thousand authors. Over 12,000 books were systematized according to 21 sections (pandects), which had more than 250 subject-thematic headings. Particular attention is paid to the analysis of the bibliographic language of «Bibliotheca Universalis». The second part of the article contains a description of the jubilee events dedicated to Conrad Hessner. They were the following: 1916 - the 400th anniversary celebration in Chicago; 1965 - meeting in Oxford, and 2016 - program of events in Switzerland.

Abstract
The article is devoted to analysis of the socio-cultural concept origin and formation at the early history of the domestic library science, which main principal positions were proposed by M. I. Slukhovsky. It analyzes Slukhovsky’s professional development as a library scientist and a historian; overviews his major works on the librarianship history. The main emphasis is on a trilogy on the history of librarianship and bibliology in the XI-XVIII centuries.

Abstract
The article is devoted to a tool for including Leningrad citizens in the socio-political and cultural context of the USSR development. The article objective is to demonstrate the mechanism and forms of this process on materials of Leningrad libraries. To achieve this goal, a number of tasks are being accomplished. First, the library space system has been recreated, which included city, district, garden and park and other types of libraries. Secondly, the library activity forms are described. Third, attention is focused on a differentiated approach to work with different categories of citizens. The article is based on archival material collected in three archives of St. Petersburg. To create an objective picture of Leningrad realities in the 1950s - early 1960s several categories of documents were used: reporting documentation, correspondence, minutes of party and production meetings. The combination of such groups, different in their information content of documents, allowed criticizing sources, revealing information that reflected the point of view of the institution and to some extent changed realities of the 1950s - early 1960s, etc.

Abstract
The article reflects the state of affairs in the field, which generalizes an operational experience of libraries in the Republic of Cameroon and foreign countries. The authors pay attention to the factors influencing the development of library-information services by proposing and suggesting solutions to develop this situation. The authors consider the library structure in the country, their various divisions and the personnel number using statistical tools; characterize the structure of library collections on their languages; examine in detail the most effective methods of serving users. The article managers the problems related to acquisition of libraries, stocks regulations and redistribution. The problem of insufficient training and retraining of library specialists in the library profession is brought up. Authors draw attention to unsatisfactory development of the material-technical base in Cameroon libraries, which is a consequence of the meager appropriations. The energy crisis in the country does not permit stable Internet connection. The necessity of creating portals and web-sites for libraries in the Republic of Cameroon was noted. Sufficient causes that have a direct impact on the quality of library information services for users are outlined. Authors propose a system for structuring the library system and indicate developing priorities of library-information services of the Republic of Cameroon. The article gives a comparative analysis of libraries’ activity in different countries. The authors conclude that there is no complete system of library-information servicing, flexible mechanisms and their interrelation. The country has no a single information space based on modern technology, reading rooms of major libraries fail to meet the growing demand for information services. Based on this study, the paper shows that there is need to create a unified platform for the Republic of Cameroon; identifies problems and different forms of developing the library-information service. The authors propose to pay more attention to modern remote non-stationary forms of library service delivery to the population as the most promising direction.

Abstract
The problem analysis dealing with the Russian language preservation and promotion, including the Internet space, has shown the necessity to develop a special project «Library as a territory of the Russian language existence and promotion» on the basis of a system-integrated approach. Seven basic tasks were singled out involving all structural units of the library: to expand using the standard Russian literary language, to improve the quality of teaching Russian regardless of people’s residence, to support activities in the field of the Russian language study, to promote the Russian language throughout the world including by the Internet, to develop a set of measures to revive the interest in reading, to expand the availability of Russian classical literature works, to support literary creativity. The project objective is to improve the Russian language quality within the society different categories, and to raise the Russian language presence in the information space. The approach implemented within the project allows developing the library activity system determining the structural unit functions with identification of the most effective techniques, technologies, forms and methods of work for a specific target audience. Each problem is solved by a set of forms, methods, techniques, new formats, that allows optimizing the library multifunctional activity and making it effective and qualitative. The library monitors implementation of the project each aspects, develops social partnerships, and strengthens the library image.

Abstract
The article describes the method to monitor information resources of a social-humanitarian profile available to organizations subordinated to the Federal Agency of Scientific Organizations. The monitoring feature is its comprehensive character including both traditional and electronic resources. The paper presents the monitoring prior results on main categories of information resources.

Abstract
Studying the architectural science bibliography has shown that during 150 years of its history few indices have been created, and recent decades almost all architectural bibliography has not gone beyond the framework of the nation-wide index «Chronicles of Book Chamber». This article examines the fundamental nature of bibliographic science for purposes of architectural research. The article objective is determining ways of architectural bibliography development and generating a unified database of architectural knowledge in the context of contemporary socio-economic and socio-cultural realities. It considers defended dissertations on specialty «Architecture»; describes information resources containing in their thesis structure on the subject area. Attention is focused on the distribution of defended dissertations by years, cities and thematic nests. The paper has revealed thesis devoted to the theory and history of foreign architecture. It emphasizes the need of further large-scale research with an analysis of the entire spectrum of human knowledge, which includes dissertations related to architectural science. The authors conclude: 1. There is no complete systematically presented unified catalog of dissertations on architecture, including resources of the Russian Book Chamber. 2. It is necessary to create such resource, which would satisfy the information needs of different groups of users.

Abstract
The article examines the role of a famous American scientist Eugene Garfield in creating Web of Science, one of the world largest modern systems for indexing and citing scientific publications. The author notes the importance of considering not only quantitative but qualitative parameters to evaluate the science development, which have been indicated by Garfield. The paper contains historical information about the Web of Science system creation; characterizes general features of the modern state system. It shows the system importance as a possible tool of scientometric analysis.

Abstract
The article considers an approach of educational activity assessment of a university electronic library, which advantage is in collecting information about users, analyzing their personal data, requests, search history and offering library services for advanced requests. In this case the context is information about users available to a library. This information obtains dynamics determined by the changing user’s status (moving from academic year to year, entering master’s program, postgraduate courses, etc.), his interests and information needs related to academic and scientific activities, hobbies, which are able changing over time.

Abstract
Currently public relations are an integral part of management and a vital technology of our modern society. Especially the fact is undoubted that any organization activity nowadays is closely connected with the surrounding society and development of various kinds of contacts, libraries are no exception. Therefore, as a socio-cultural institution a library can’t ignore the effect of public relations on its activities. In addition, the time requires developing new mechanisms of libraries work, among them organizing a specific event is a PR perspective direction and tool. In market conditions this tool plays a significant role in improving the library image, and becomes an integral part of library work. In this regard, the study goal is to reveal the specificity of organizing a special event as a tool of public relations. The study objectives are the following: to reveal the essence of public relations and basic tools, to consider the problem of organizing of public relations in references, to justify the necessity of using special events as a tool of public relations, to describe the features of organizing special events, to develop a program of special events, namely opening the club «Literary Universe». The authors describe the stages of organizing special events in detail and offer various options to fill their contents. They have elaborated a special event program: opening the club «Literary Universe». The club aims to attract the youth to a library establishment and to make familiar this age group with the best works of Russian and foreign literature. The club opening ceremony consists of several stages: assessing the existing situation, setting goals and objectives, defining the target groups, time and place, estimating a budget, a scenario preparation, information support, evaluating the event effectiveness. Detailed characteristics of the above stages are presented in the article.

Abstract
This article is devoted to the professional culture of specialists, who work in the librarian information sphere. The diagnostics of professional culture level conducted as anonymous questioning was carried on among the students studying the course 51.03.06 «Librarian information activity» and young librarians, which results have revealed insufficiency of their professional competences. The study purpose is enhancing the professional culture of specialist in the library-information field. The research objectives are: to define the concept «professional culture», to analyze a problem of pedagogical conditions in contemporary science, to substantiate the necessity of introducing new organizational pedagogical conditions in the training process of bachelors - future librarians, to work out an organizational pedagogical condition - a content of training special course aimed to solving the problem of insufficiency of librarians’ professional culture. The authors have suggested an organizational pedagogical condition: introducing a special course «Professional culture of specialist of the librarian-information sphere» in the curriculum of some groups. Its content is designed to develop actively future librarians’ professional culture and to master their theoretical and practical competences. The special course content is based on the recognition of professional culture as universalizable characteristics of various types of library-information activities and library communications that reflect the fullness and diversity of professional interests and needs, value orientations, capabilities and abilities of a librarian professional. Thematic sections of the special course are defined in accordance with modern requirements to the culture of a specialist who fulfills specific kinds of librarian activities: pedagogical, bibliographic, innovative, methodical, communicative, and also librarian information serving, etc.

Abstract
Church libraries played a great role in spreading knowledge at the turn of XIX-XX centuries. Parish libraries included the latest literature of an educational character. The diocesan library stocks contained books on history, pedagogy and other sciences. Libraries of theological seminaries had more extensive literature list in foreign languages. Libraries of religious schools besides books had periodicals. A huge contribution to developing the librarianship in Siberia had religious brotherhoods, which opened libraries and reading rooms as well.

Abstract
The article aims at presenting and assessing the role of state-financed grants in the Armenian-Russian scientific ties development. Armenian-Russian relations have a long history of collaboration and capture nearly all fields starting from cultural-humanitarian to military-political ones. Scientific cooperation is amongst the most rapidly developing aspects of bilateral relations. Since 2012 scientific cooperation is being implemented also within the framework of state-sponsored bilateral grant projects organized jointly by the State Committee of Sciences of the Ministry of Education and Science of the Republic of Armenia and the Russian Humanitarian Scientific Foundation and the Russian Foundation for Basic Research under the Government of the Russian Federation. The paper considers four competitions carried out within the framework of the above grant programs. The study is based on the Armenian, Russian and international databases to evaluate bibliometric indicators - Web of Science (WoS), Russian Index of Scientific Citation (RSCI) and Armenian Index of Scientific Citation (ASCI). The study period is 1991-2015. Due to differences in access to the above-mentioned databases, the time frame of the information used differs: publications indexed in WoS were considered for 2006-2015, RSCI - 1991-2015 and ASCI - 2007-2012. Such bibliometric indicators as author's publications number, author's citations total number, the Hirsch index, journals impact factor, self-citations number, an average number of citations per a publication are used. The above bibliometric indicators, as well as ages and scientific degrees of winners and other participants, have been compared with each other. The article also analyzes the scientific journals where the results of the projects were published. In general, the paper emphasizes the high effectiveness of state grant programs in the Armenian-Russian scientific cooperation development.

Abstract
To ensure the effective functioning of the national innovation system it is required an appropriate innovation infrastructure, which is a set of economic entities providing technical, informational, human, financial, organizational-methodical and (or) other support to subjects of innovative activity necessary to create knowledge, technologies, transformation them into new products and services. A key part of the regional innovative infrastructure is a structure of patent information support of innovation processes undertaken by the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences. Analytical and patent information play a leading role in strategic planning and management of innovation and intellectual property, scientific-technological and marketing problems, understanding the general level of achievements in the field of science and technology. In this regard, the most important activity of infrastructure elements of the innovation patent information support is to ensure access of economic entities to a variety of resources to effectively address issues of protection, disposition and use of rights to results of intellectual activity. These elements of the innovation infrastructure should become so called «connecting bridges» from knowledge to innovation. The author proposes the exchange mechanisms for commercialization of scientific-technological developments. Launching the project Novosibirsk Center to Support Innovation and Technology created on the base of the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences plans to change the approach to innovations that should help to solve the regional basic problems.

Abstract
Users’ information needs (IN) underlying the system of information-library servicing are still actively studied by specialists of the librarianship. These studies require the correct choice of research methods. The authors attempted to analyze techniques of studying scientists’ and specialists’ IN reflected in professional publications, to find out whether there are new methods, and to determine how these techniques are transformed in a changing environment of information-library activities. Analysis of the documents reflected in DB «Informatics» by VINITI and RSCI, according to a search order of «studying information needs» showed that the range of issues on this problem is rather wide, but the most frequently discussed one is methods and methodology of studying IN. Herewith references discuss various ways of grouping IN research techniques. The authors carry on detailed analysis of these methods and interpreting the issue of their use at a theoretical level based on the research method elements allocated by V. S. Kreidenko, choosing two of them to define the technique essence, in their view. As a result, they conclude that no new method have lately appeared, but IN studying techniques traditionally used in libraries have been modified; in accordance with IN division into the objective and subjective ones, research methods can be divided into two groups as well: techniques of studying subjective IN and techniques to studying objective IN; almost all IN research methods completely or partially can be used in the electronic environment.
