Zhizhilenko's views in the context of influencing the German historical-law school and legal science generally. It attempts to prove the importance of the achievements of legal science for document management.

Abstract
Since the early 1990s non-traditional religions were widespread in Siberia and the Far East, and across Russia, among which there was a large number of totalitarian sects and destructive cults. The reason for the phenomenal success of previously unknown religious and occult teachings has been the spiritual vacuum that occurred in the country after the Communist ideology fall. Most of the new denominations launched in Russia publishing, which by the second decade of the XXI century was carried on by several dozen communal or sectarian publishers. In Siberia and the Far East the most active sects in publishing were the following: Protestant Church of Christ, Baha'i Faith followers, Krishna consciousness regional societies (in particular, the residents of Vladivostok), «Pleiadinas» sects («Ascended Masters» teachings). These sectarian creeds nave been brought into the country, however, and nowadays pseudo-religious cults are created in Russia, which carry a large destructive potential for the Russian society and its cultural traditions. They are Neo-pagans, the Marian center and a number of sects, whose activities began in Siberia: All-Russian movement «To God’s Rule!», The Church of the Last Testament of Vissarion Christ, etc. These cults had in Siberia and the Far East extensive publishing practices editing books, brochures, magazines, newspapers. «Pleiadinas» sect organized in Siberia edition of the monthly magazine «World Channeling» (Novokuznetsk), created two publishing houses: «Star of Freedom» (Novosibirsk) and «SiriuS» (Omsk). The Marian center used printing district offices of Kemerovo region for its production activity. Neo-pagans had publishing houses «Asgard’», «Arcor» and «Russian Truth» in Omsk. The article analyzes all these publishing organizations’ products. The ruinous effects of sectarian publishing activities distribution in the Russian regions is obvious. Its effect reduction will depend on the speed of eliminating the crisis in the spiritual sphere of our society.

Abstract
The number of pilgrims willing to visit the Holy Land has increased by the late XIX century. There was a need to provide them with Russian-language Orthodox publications during the pilgrimage. The study considers the activities of the Imperial Orthodox Palestinian Society members being solved this task, Mikhail Ivanovich Osipov and Nikolai Grigorievich Mikhailov. The author got known about their joint cooperation with the head of the Russian Ecclesiastical Mission in Jerusalem, Archimandrite Antonin (Kapustin), based on materials stored in the Russian Ecclesiastical Mission Archives in the Holy Land. His main objective was to promote the Orthodox pilgrimage to the Holy Land (Jerusalem, Palestine) and to distribute the Orthodox publications in Russian. As the research results it became known what books the book-icon shops of the Imperial Orthodox Palestine Society were aquisited to help pilgrims; under what customs rules it was permissible to transport book loads from Odessa to the Holy Land.

Abstract
There is a library of Soviet scientists Valery Nikolaevich Chernetsov (1905-1970) and Stanislava-Wanda Iosifovna Moshinskaya (1917-1980) in the collection of Tomsk State University Research Library. They have gathered library numbered more than 2000 volumes during their life. It includes various brochures, magazines, prints of articles, abstracts of theses and separate fundamental researches of XVIII-XX centuries on archeology, ethnography, linguistics, folklore studies, history, arts of East Europe, the Urals and Siberia in Russian, English, French, Hungarian, Serbian and Swedish languages. It was an operating library of scientists, which obtains traces of their work such as notes on book margins, sheets with records and photos between pages. Undoubted interest are autographs on books and brochures in studying both reading and communication circles of the Soviet scientists-humanists. The article considers the problem of this library formation. Dedicatory inscriptions on books, abstracts and prints of articles, as well as Valery Nikolaevich's autographs help to solve it. They became an initial cause of this investigation. As the scholars’ field of interests and research activity has been related to studying West Siberia, a considerable part of monographs, paper collections, magazines and prints of articles is devoted to this region. Their library is demanded by researchers, students and teachers of Tomsk State University historical and geographical faculties, as well as archeologists. Based on V. N. Chernetsov and V. I. Moshinskaya’s collection stored in Tomsk State University Library it is possible to track not only the process of its formation, but also to observe the ways of creating personal interrelations of scientists from different corners of the Soviet Union and other countries.

Abstract
Media culture as the phenomenon occurred simultaneously with media appearance. However, scientists have started talking about the necessity to study media culture in society and its formation only in the late XX century. Media culture obtains the special priority position under conditions of the information society. It is promoted by the accelerated development of communication and digital technologies, the rapid growth in volume, richness and multiformat media consumption by contemporaries. Changes of the technocratic world should be accompanied with development of new media skills and preferences of the individual and society: understanding media flows, analyzing and evaluating information, engaging in dialogue with the media, do not let them manipulate you. The media culture should be the main factor of individuals’ socialization in the information society. The term «media culture» is based on two fundamental concepts, which are «media» and «culture», with many interpretations each. Therefore, the definition of the term remains ambiguous. Media culture is studied in the framework of technological, personal, creative and informational approaches. The determining factor in understanding media culture, in our opinion, becomes an interactive approach that makes possible and effective intercultural dialogue through a global network of communications. The opportunity and focus for dialogue is becoming a key characteristic of media culture. The interaction, mutual relation and correlation of media and book cultures should be considered in the framework of the dialogue approach. The interactive nature of the media culture allows us to hope for preserving and reproducing bookishness in the conditions of the digital media revolution, for its further integration into the new communication environment.

Abstract
The article is devoted to the history of Siberian regional children's book publishing. The author has collected theoretic-practical opinions of historians, bibliologists, publishers and booksellers, librarians and bibliographers, psychologists and sociologists, which purpose is to generalize and reveal regularities of books' flow for children. V. G. Belinsky, L. N. Tolstoy, F. G. Tol’, N. V. Chekhov developed the first concepts of children's book. N. K. Krupskaya, V. A. Sukhomlinsky studied the «core» of the children book repertoire. V. G. Sopikov, B. S. Bondarsky reviewed children's literature of the 19th century in their bibliographic works. The author allocated some organizational components using formal-logical, comparative-historical and structural-typological methods. The first block is related to studying such definitions as «children's book», «children's literature», «editions for children», «a circle of childhood reading», «the repertoire of children's books», their typological signs. The presented concepts are investigated according to tasks, which children's editions solve. S. G. Antonova and S. A. Karaichentseva touched issues of children's literature typology in their publications. The second block of literature reveals the children's book development in Russia in various periods of its formation. I. E. Barenbaum, A. A. Grechikhin, A. A. Belovitskaya studied general fundamentals of the book's history, while A. Ivich, L. Kohn, I. Lupanova considered the history of children’s books. The third block is devoted to printing and art features of the children's book design, activity of universal and specialized publishing houses to distribute literature for children. The fourth block explains such category as «reader - library», considers techniques of work with children's book, offers methodical recommendations for teachers and tutors. Readers’ activity is examined as well. The author analyzes interests, factors, incentives and aims influencing childhood reading. Dissertation researches disclose the regional specifics of children's book publishing in 1980-2013, confirm the considered subject relevance. The historical, comparative, formal and logical analysis carried out by the author will be useful both the specialists in publishing and editorial affairs, researchers studying the history and development of the children's book, historians, and teachers in the educational process of such courses as «Publishing and Editing», «Children's Literature», «Book Science». The author concludes that the children's book has been studied in different periods of its development in the context of numerous aspects, directions and components, which makes it possible to reveal the special patterns of its existence.

Abstract
In accordance with the project «XII.187.1.3. Russian and West European Book of the XV-XIX centuries in the modern Siberia: preservation and study» SB RAS the author carried on a preliminary study of the collections of old-printed European books in two libraries of Krasnoyarsk: the State Universal Scientific Library of Krasnoyarsk Region and A. M. Gorky Central Municipal Library of Krasnoyarsk. The article shows that both libraries obtain European editions of the XVI- XVIII centuries. The author has made full scientific descriptions of the earliest books of XVI-XVII centuries, which original version after an appropriate revision will be published in the series «Materials to the united catalog of manuscripts, old printed books and rare books of Siberia and the Far East» published by SPSTL SB RAS. The article offers an overview of the most interesting specimens of old-printed European books found in Siberia.

Abstract
The article presents an attempt to study the historical-bibliologic concept of memory. Studying the opinions of historians, sociologists, bibliologists allowed comprehending the role of book and reading in the processes of memory preservation and forming the public consciousness historical component. The author analyzes relationship between the traditions of bookishness and memory; negative tendencies of the «break with tradition» in a sphere of modern book culture.

Abstract
Space is one of the basic categories of philosophy having extensive operational and analytical capabilities. Nowadays the specificity of different types of spaces is studied, and the methodology of a spatial approach has become recognized as an effective method of knowledge in various sciences: philosophy, philology, pedagogics and psychology, political science, sociology, art history and cultural studies, economics and law, technical and natural sciences (physics, mathematics, biology, chemistry). As a special tool, the spatial approach is included in the scientific-educational store of documentary communication cycle’s sciences. To proof this statement authors examined an array of dissertations on library science and bibliography. A vector of cognitive activity, formed in librarian works of last 20-30 years, was directed on researching a spatial-information subject, as well as related to an «information space» phenomenon. However, many scientists, focusing on spatial terminology, have not deepened theoretical aspects and set tasks to detect an entity and structure of the information space without trying to offer its definition. Nevertheless, after representation theoretical and methodological foundations for studying information space scientists by T. F. Berestova in her doctoral dissertation researches began operating spatial terminology more confidently. Works’ analysis in library science allowed concluding that studying information or any other space researchers always focus their attention on investigating the interaction of the subject, which simultaneously acts as a part and as a creator of the space with other subjects and objects within it. This interaction provides course of integrative processes between subjects. The library science has already studied some form of interaction, identified a number of areas of integration processes, which are involved and initiated by the library. Thus, the analysis of works revealing the spatial issues enabled to summarize the methodology and to identify some common theoretical and methodological positions, which should be relied while developing a new epistemological tool in library science: methodology of the spatial approach. This article offers recommendations to use the spatial approach in library science and bibliographic researches.

Abstract
The society development depends directly on the state and evolution of scientific environment, its organizational structures. Academic libraries play the leading role in academic communications, performing functions of informational centers, expanding significantly the field of researchers’ information activity and informational security. Libraries of the Russian Academy of Sciences experienced several stages in their development in 1992-2016, which was defined both by socio-political, socio-economic, legal transformations, and changes in the organizational-administrative model to manage scientific institutions in the country. The development of the library fund of scientific institutions passes several stages: · 1990s - stocks are formed mainly with traditional resources; · early 2000s - stocks structure includes remote access license resources along with traditional carriers; and open access resources - into the servicing system. The authors revealed main trends of stocks development based on results of a brief analysis of the library stocks formation of the Siberian Branch of the Russian Academy of Sciences (SB RAS) in 1992-2016: the united fund created in previous decades breaks up into elements, is atomized, centripetal tendencies are replaced by centrifugal ones, the model of centralization changes, books’ share in the collection of traditional paper editions raises in stocks; it is observed a transition from the acquisition of printed versions of periodicals and special kinds of literature (standards, descriptions of inventions, etc.) to promoting their remote access; SB RAS’ resource base includes licensed electronic resources of remote temporary access and various types of open access scientific information to meet needs of scientists and specialists.

Abstract
The article outlines general characteristics of the originality of forming valeological functions in a school library. The paper objective is to study peculiarities of the valeological support of library-information activities in school libraries, as well as the specifics analysis of their library and cultural-educational work aimed at developing the health culture of this activity subjects The author consistently reveals the peculiarities of forming the valeological function of school libraries under conditions of the information society development and dissemination of information-telecommunication technologies in libraries. The article describes cultural-educational activities of libraries directed to develop the health culture not only in readers (schoolchildren, their parents, teachers), but in librarians themselves. The author applies both general scientific methods of research (analysis, synthesis, deduction, induction, generalization, abstraction, comparative, structural-functional methods, method of system analysis, etc.) and special ones (method of analysis of analog objects, information processing, grouping). While researching the author concludes about necessity of the the following: to equip educational libraries technically; to update and strengthen the information base and book stocks of school libraries; to ensure the access of libraries to information resources, in particular the Internet; to form a unified electronic database of school library collections; to develop a form of resource integration with other educational libraries; to create a standing order on the status of libraries in basic schools; to develop a system for improving the skills of school library staff; to organize special training for school librarians to master their knowledge and skills of a healthy lifestyle. Therefore, the school librarian must be trained according to a separate professional specialization. The social life development requires librarians to know not only the valeology bases, but the ability to navigate in information technologies, school curricula and training courses diversitys. Modern problems of information education and forming a high level of valeological culture can be solved only by combining the efforts of general education institutions and school libraries, teachers and librarians. Pedagogical experience shows that knowledge on the health formation and preservation is a necessary and insufficient factor in students' personality development. To influence the behavior, informative methods should be combined with life skills of effective work and rest, physical activity, rational nutrition, an ability to analyze health issues and make appropriate decisions. Thus, forming health culture through library-information activities provides arming school readers and librarians with knowledge on social and individual health and applying certain information technologies in their activities.

Abstract
In 2017 the Central Scientific Library of the Far Eastern Branch of the Russian Academy of Sciences (CSL FB RAS) in Vladivostok celebrates the 85th anniversary of its foundation. The publication uses rare materials from Vladivostok archives. CSL FBRAS formation was due to the enthusiastic orientalist A. V. Marakuev (1891-1955), who was its first Director (since 1932). Without a University degree, he educated himself the whole life, learnt Chinese and other foreign languages. During a trip around the world he lived in Harbin, where was engaged in scientific work. Arriving Vladivostok, Marakuev participated in opening the Far Eastern Branch of the USSR Academy of Sciences. At that time, he has published many articles on bibliography and economic geography of the Far East and Oriental studies. A. V. Marakuev awarded a degree of candidate of geographical sciences for a series of his works. In difficult years of repression, Marakuev could form a unique book collection, which base was the Oriental Institute collection in Vladivostok (1899-1920). Unfairly repressed A. V. Marakuev continued research activities in Alma-Ata.

Abstract
Nowadays libraries evolve online resources in acquisition of their stocks as a measure to fill the gap with printed resources. A variety of numerous Russian publishing electronic products, designed to provide users’ needs, can be desсribed as a general space of Russian electronic resources. The collection development of electronic resources requires studying these products content and technological properties, acquisition financial terms, elaborating stocks development strategy. To provide Russian online resources investigation, the author has collected information at websites of publishers and distributors, tested online products, analyzed the sites of central libraries of Russian regions using network resources. Based on the data about Russian online resources, the paper identifies groups of resource publishers, describes ways to inform about network resources and some characteristics of electronic resources affecting their selection. Publishers and distributors produce commercial and non-commercial online resources of scientific-educational organizations in the fields of their activity, collections of retrospective free access publications creating by holders eventually or in frames of thematic collections, open access resources. The legislative support for providing the educational process with electronic publications influenced of Russian online resources development that provided the creation of such resources group as electronic library systems. The article shows methods to form the content of electronic library systems, services they provide, access to various categories of users. At present, introducing electronic resources in the process of collections acquisition, and changing requirements for libraries have a huge impact on the activities of publishers and aggregators aimed at changing the principles of collection forming, services extension, tools development of federated search for Russian network resources.

The successful implementation of tasks facing libraries requires constant improvement of library professionals’ skills. Therefore, the most important directions of library activities is concerning about the library staff professional growth. The article indicates a high interest of researchers to training and retraining library staff according to reference analysis; contains theses on current status and tendencies of developing the additional professional education regional system of librarians in frames of monitoring specialists professional preferences of Belgorod libraries; shows the most effective and successful examples of implementing innovative forms of education; elaborates priorities of the modern system of additional professional development of library professionals.

Abstract
The Russian Church parish libraries of the late XIX century were centers of population spiritual education through carrying on moral-spiritual people readings. It requires that the libraries obtained well-stocked collections. The article describes a set of documents to regulate the collection composition: St. Synod decrees, School Board orders, parochial schools’ rules. Based on previously unpublished archival documents the paper examines spiritual-moral reading subjects in Orel province in the late XIX century and their organization features, in particular, lecturers, events place and time, reading programs. The author assumes that editions of the parish library collections have been used to prepare readings, and reconstructs the parish library stocks composition. It includes a thematic, linguistic and geographical range, species and typological aspects, chronological depth and the reader's purpose. The revealed facts make it possible to fill gaps in the church librarianship history.

Abstract
The article presents a scientometric analysis of the development of the carbon nanotechnology (NT) direction for 2000-2015 with the participation of 30 most active countries. It shows shifting the world research center to the Asian region, both on volume and quality indicators. Using the concept of a national research portfolio gives deep characteristics of different countries behavior in the course of scientific rivalry. Due to the strong skewness of the citation distributions, preference is given to the percentile-based indicators, such as: the contribution of a country to the world top-10% (top-1%) of the most highly cited publications, the share of such publications in the country's total output, the highly cited papers index, etc. Relying on them, the author fully discloses the scientific «offensive» of the «newcomer» countries on the «incumbents» ones (e.g. China on the USA, South Korea on Germany, Iran on Russia), the phenomenon of Singapore as an effective producer of highly cited publications on the carbon nanostructures, and international co-authorship in the top-1% segment of the most cited articles. Russia's positions are studied in detail, the main domestic research participants are established, and based on bibliometric criteria the center of scientific excellence in the field of graphene is identified. The paper characterizes the supporting role of a number of national science foundations in the NT carbon direction development using data of WoS. The author used the Science Citation Index Expanded database for the initial bibliographic sampling; information of science foundations of Russia and the USA, as well as patent organizations of Russia (Rospatent) and the world (WIPO) for additional comparison.

Abstract
The article represents the survey results of 68 central libraries, and reveals two key aspects of local studies: an attitude to norms formulated by the «Guidelines to Local Studies Activity of the Central Library of a Subject of the RF» (2003), and corresponding common library practices to the norms. Authors consider the role of libraries as the centers of local studies. The term ‘unrealistic’ describes the situation in most cases; despite low estimation, the librarians, nevertheless, are not ready to abandon the norms. As for using library’s sites to integrate local studies activities, the critical attitude affects to ways of their achievement. Activity of the regional book chambers and depositories of local studies and publications is complicated because of certain legal particularities and the absence of control. Problems of local study stocks storage and accessibility are concerned with unpublished documents: experts consider that requirements established for archives are inapplicable in libraries. Important changes take place in the local study reference-bibliographic apparatus, electronic catalogues of local publications and full-text databases leave it. Many libraries have not yet created their own factual database; the electronic catalogues of local studies are no longer the source of the most complete information about local documents. Problems of bibliographic co-processing of local documents are not resolved, and creating union catalogues is regarded as too difficult or outdated. Due to increasing access to electronic libraries, the system of local history bibliographic indexes is outdated. Links to local lore studies resources posted on partner sites are highly appreciated (but absent in many libraries) on the central libraries’ sites; as for resources of own generation, local study databases are considered to be necessary, while publishing bibliographic indexes is not appreciated. The results show that the proposal on norms changing is caused not by new opportunities in digitization, but by accumulated difficulties, legal or financial limitations. However, in many cases, colleagues consider it necessary to maintain the high level of «Guidelines…» requirements. Perception of the «norm» of local study activity is not directly related to its level at a particular library. The obvious gap between ‘how it should be’ and ‘what can be done’ causes persistent stress in local studies librarians.

Abstract
Tomsk State University Research Library offers many information-library services. The virtual reference service is designed to carry on users' requests in a remote access mode. Its goal is to provide prompt assistance in obtaining information for users, consulting readers on their request, attracting information resources inaccessible to users during their query execution, and promoting the library resources and services. The article objective is to analyze the activity of the virtual reference service as a tool for users’ reference-information servicing in Tomsk State University Research Library for April 2013 - July 2017. Based on statistical indicators such as user status, number of requests, number of queries, inquiry types; user reviews) it concludes the importance of this activity direction and its development prospects.
