The essence of the electronic library (EL) of SPSTL SB RAN as one of the models of scientific communications is revealed. The authors describe the main stages of EL development, which are characterized
by qualitative changes in information and library service via electronic medium and diversification of its possibilities for users to work with different types of electronic resources. It is shown that now EL SPSTL SB RAN is a complicated information and library system, including not only all types of electronic resources, but also different forms of information and library services. Main groups of services in EL SPSTL SB RAN are
described.

Historical aspects of formation, the development of the structure and directions of activity of the academic
libraries network in the Siberian branch of RAS are reflected.

The characteristic of document and information flow on the problems of Siberian regional studies during 1991-2005 is given. The author makes bibliometrical analysis of quantitative changes in document and information flow, its type and aspect and content structures, as well as publication activity of scientific institutions, libraries and some researches.

The author analyses the reasons and characterizes the changes in properties and functions of the language of subject rubrics, hierarchical classifications, keywords when used for theme search in an electronic catalogue and proves the interchangeability of their searching possibilities.

The state-of-the-art in the development and integration into a united software-technological complex of both the automated working place for an interlibrary loan librarian under IRBIS and its software environment in SPSTL SB RAS are presented.

Key functions of the system and main components of appendices for digital full-text library, data structure, as well as generation and testing of the experimental full-text data base are considered. Software realization of link with other digital libraries is shown.

The influence of globalization on modern library axiological directions formation is considered. The author supposes that the library mission is preserving and increasing national and common to all mankind values.

The problem of providing high quality of culture institutions sites is considered. The system to assess the
quality of library sites including the criteria and the assessing procedure is developed. Software and resources of a library were used as the bases to determine the main aspects of forming the system to assess the quality of a site. The author describes methods to collect data, as well as the process and forms suitable to determine the quality of sites.

The difference between library classifications (LC) in Russian and English versions has been considered using most general classes of Dewey Decimal Classification (DC) and UDC as an example. The relation between several English and Russian terms that identify the first and the second level of the 6-th class of UDC and DC has been discussed. It has been demonstrated that lack of direct conformity in Russian and English versions might lead to discrepancy when Russian words are formally replaced by their English counterparts.

The publishing activity of doctors on medical and biological sciences working in branch and academic sectors of Novosibirsk academic and high school institutions is investigated. The information source for analysis is the database «Scientific potential of the Novosibirsk region», generated by the Department of the State Public
Scientific and Technical Library of SB RAS.

The application of methods of publications aspect by aspect- and content analysis to study of the problems and tendencies in the investigations of a reader's personality are described.

The authors consider activities conception as a methodological principle to analyze media-technologies: bases for analysis, notion, structure, functions.

The development of the automatized interactive system for supporting theme and typological acquisition plan (TTAP) allowed the automatic formation of the united TTAP for the centralized library network of the Library on natural sciences RAS, as well as its actualization due to the changes in the TTAP of research librarues. The system described supposes the presence of data bases of UDC with the corresponding headings. Software has a general character and can be ajusted to different classification system.
