Abstract
The paper considers the problem of preserving the civilization cultural diversity by creating online resources about indigenous peoples. Study results carried on by the Research Institute of Information Technologies in Social Sphere of Kemerovo State Institute of Culture are analysed. The research objective is to identify and analyze websites content including information about indigenous peoples. The investigation was based on the system of structural-functional and culturological approaches. The study established that owners of websites containing information on aboriginal peoples are the organizations engaged in the media, educational and research institutions, associations, cultural institutions, as well as individuals. The local index of the Internet resources owners about indigenous peoples is proposed that allows organizing and systematizing them into groups. The paper applies the analysis of information about indigenous peoples of Russia as a part of websites content of Central Libraries (CL) of the Russian Federation subjects. Materials on aboriginals at CL websites of the Russian Federation are fragmented, incomplete, implicit ways of information presenting. It is proved the necessity to create navigators of Internet resources devoted aboriginal peoples based on CL of the Russian Federation entities. It gives the possibility of dispersed material cumulative reflection in the Internet about them. The inclusion of electronic guides on the Internet resources about indigenous peoples into the local history block of official website of CL of Russian Federation subjects is aimed to solve the problem of high quality information-library service, the growth of the libraries social status in modern society.

Abstract
Profound economic transformations beginning in the 1990s had a significant impact on the social sphere development, including the library branch. Delimitation of the state ownership in the Russian Federation (RF) on the federal, RF subjects and municipal properties, entailed the transfer of library management functions to local authorities, contributed to increasing the role of a subjective factor and growing inequality of territories opportunity and library services quality, and consequently, public access to information. Siberia and the Far East being far of the country's administrative center occurred in the most difficult position, that is confirmed by experts determining the level of regions development in terms of «life quality». The article presents the dynamics of the public libraries network in the region as a whole, as well as in separate administrative-territorial formations with different ratings on the level of «life quality», it outlines general trends of the university, academic, scientific-technical and specialized library network development in 1992-2015. It was traced the dependence in library branch transformations on changes in the field of economy, science, education and culture. In 2000s the focus was made on the library activities reconstruction within corporations, centers and associations that promoted forming their compensation qualities in the population information-library services. At the same time, it is actual the joint work of libraries in frameworks of the existing traditional library networks with the local development of the region remote areas, their difficult social-economic situation, weak connectedness of the space, adversely affecting the level of libraries material-technical base and their integration into the information-communication networks and systems.

Abstract
The article objective is to show the library role and importance in shaping the information space. The analysis has shown that: · information space of the library fully reflects the basic properties and intrinsic characteristics of the information space, its specifics is defined by peculiarities of the library activity; · introduction of innovative technologies in the library activity has significantly diversified the scope of its servi-ces and increased its relevance in the community, at present the library is a multi-functional cultural-social institution; · libraries mission both on the level of social memory and the educational level is constantly growing. In the context of globalization and information boom electronic information carriers neither refuse nor destroy a printed book as an outdated information structure for today. They successfully coexist along with the book, complementing each other, giving readers the freedom of choice and ability to obtain information and knowledge depending on their preferences; · in the modern era of digital technologies and big data a temporary library has one more important mission provisionally called the datafication one, it is reflected in the fact that after digitizing the text, the use of technologies for big data gives an opportunity the library to reach a new level of getting and processing information; · in general, under new conditions a library as a socio-cultural institution not just strengthens its status, but also acts as an integral part of a single global information space

Abstract
The results of the study of scientific journals websites on various subjects are introduced. It was analyzed what data are presented on websites, what services and for what user groups are oriented. It is concluded that scientific journal web-sites are constantly evolving, giving new resources and services to all interested groups of users in terms of the communicative approach, is an important element in the online environment of scientific communication. Sites of domestic journals on the library subjects, unfortunately, lag behind foreign ones. The research results will be used for further development of «Bibliosphere» journal website.

The article discusses the problem of forming an electronic database of uncensored periodicals of the Siberian region. The modern state and prospects of applying information technologies to study samizdat are highlighted. Basic structural elements of the created information resource are shown. Possibilities of electronic database to represent the general picture of developing regional uncensored printing are characterized.

Abstract
Regional library local history is a comprehensive library activity requiring special professional training. The author reveals the issue of teaching library local history at library higher schools; searched educational publications on local history in the electronic catalogues of libraries and bibliographic indices. It was revealed 48 academic publications on library local history for 1930-2014. The study objective is to trace the evolution of educational publications on the problems of teaching librarian local history in a library higher school. It was presented the analysis of textbooks on the following features: types of educational publications, authors, scientific schools and content. The study revealed expanding diversity of educational publications on library local history, from single programs, lectures to textbooks, educational-methodical complexes and electronic textbooks. At the same time, it was found out a lack of new integrated textbooks, «fragmentation» in teaching and representing certain aspects of local librarian history in educational work, insufficient number of electronic textbooks and absence of interactive electronic educational materials for universities. The fundamentals of teaching local librarian history were started by two scientific schools in St. Petersburg State Institute of Culture and Moscow State Institute of Culture. The formation of the library local history as an educational course is associated with the name of N. V. Zdobnov. The largest contribution to the development of educational-methodological support for library local history was made by A. V. Mamontov and N. N. Shcherba. The substantive aspect of educational-methodological support for library local history can be divided into three stages. The first stage (1930-1970) is related to the study of local history bibliography only. The second period (1980-1990) is characterized by creating a number of editions covering general problems of regional studies of library local history and library activities on local history study. In 1990s preconditions appeared to expand study of various aspects of library local history. IIt was connected with changes in the state policy of regional development, as well as a growing interest in regional/local history information. The third stage (2000-2010s) of the evolution of educational publications is related, on the one hand, to a more expanded study of some specific aspects of library local librarian (bibliographic processing of local history documents, local history fund or management of local history activities, etc.), on the other hand, to a complex representation of regional studies in cooperation of libraries, archives, museums and other institutions dealing with issues of local history in the region.

The paper describes the process of primary accumulation of the information about the miscellanies including Description of Siberia studied in the system «text - context» and about the copies of the above mentioned work of Russian literature of the XVII century developed during the XVIII-XX centuries on the material of currently known printed descriptions of manuscripts.

Abstract
The basic directions of museum publishing activity in Siberia in 2001-2015 are studied. Publications prepared by government and some private museums in the region are represented. Attention is paid to the introduction of new technologies in traditional forms of museum activity, which is implemented in particular through the production of e-publications or text placement on a museum site. It noted the lack of advertising of publications by Siberian museums that hinders their promotion to readers.

Abstract
The article discusses the problem of the sources of M. N. Tikhomirov’s book collection kept at the State Public Scientific Technological Library of SB RAS in Novosibirsk. Based on a codicological approach in studying the manuscript collection it is possible to conclude that a part of the collection was purchased by M. N. Tikhomirov from M. S. Sevastyanov, a book salesman, who was well received by the Old Believer communities of the Baltic Region, Ukraine, Caucasus. On the basis of owner records, pookplates and stamps a part of the book collection is attributed to the archive of Uglich merchants Serebrennikovs, which is already known source of replenishing Tikhomirov’s collection in scientific literature.

Abstract
The central component of social determination in developing book distribution becomes the administrative-legal regulation of this activity at the second half of the XIX century. It is determined that the external context of book distribution development in the Russian provinces in late ХIХ century was formed, on the one hand, by the priorities and objectives of the book business state regulation, on the other hand, by features and understanding of their implementation of the provincial administrative authorities. The study objective is historical reconstruction of the state regulation of the provincial book distribution in the Russian province in the second half of the ХIХ century. The legal terms of book distribution was both the all-Russian laws on censorship and printing and confidential circulars of the Ministry of Internal Affairs. The circulars instructed the governors to issue permits on the book trade mainly in major cities of the province, where it was ensured strict police surveillance over book-selling activity. The secret orders of the Ministry of Internal Affairs did not contributed to the book trade development in provinces, moreover, the implementation of legislative norms depended on the arbitrariness of local officials, who sought to suppress private initiatives and not to permit bookselling business in regions. A guarantor of law implementation in the province was the governor, and the direct supervision of book-trade activities was carried out by the local police department. Thus, referring to archival documents of the central and regional archives, the author presents a conclusion about the dual nature of legal regulation of book business as a whole, and bookselling activities in particular. The legislation concerning press formed the national context of reading development, its practical application infused their territorial features.

Abstract
The article deals with definitions of «children's book», «book for children», «children's literature», «literature for children», «children's reading circle». The mentioned terms are divided into two groups. The first group includes those authors, who consider material and the structural aspects of book, its reader's purpose, printing and design. This issue was studied by S. G. Antonova, N. Z. Ryabinina, I. A. Zharkov, I. F. Pavlova, S. A. Karaichentseva. The second group considers genre and thematic characteristics of book, its effect on children development. Among researchers should be called I. N. Arzamastseva, I. G. Mineralova, S. A. Nikolaev, E. E. Zubareva, T. D. Polozova. All submitted definitions are discussed in details in the context of those tasks that solve children's editions. The author has collected theoretical and practical views of philologists, bibliologists, historians, editors on definitions of children's book and its essential meaning for each field of science. Based on scientific historicism methods and terminological analysis of general components of children edition, its material and structural sides, genre and thematic characteristics have been revealed. Functions of the children's book are determined: communicative, administrative, cognitive, educational, aesthetic ones. The article objective is studying the phenomenon complex, based on which the author has given an independent interpretation of this definition. Additional information on children's literature specific features and its «special» design is presented at National Standard GOST 7.60-90 «Editions. Fundamental types. Terms and definitions», as well as branch standards: OST 29.130-97 «Editions, terms and definitions», OST 29.127-96 «Publishing books for children», OST 29.127-2002 «Quality requirements of book and journal editions for children and adolescents». The resulting terminological analysis will be useful both for professionals of publishing and editorial business, researchers studying the history and formation of children's books, historians, as well as for teachers in the educational course «Children's Literature», «Bibliology». The conclusion is that the children's book will have a stable cover, which content and variety depends on time, professional activity of authors, artists, editors, publishers, and other persons relating to the book publishing system of the country and regions.

Abstract
The article examines publishing activities of St. Sergius of Radonezh Gymnasium (Novosibirsk). The analysis of quantitative indicators of publishing products of Novosibirsk Metropolis shows that the High School is the largest publishing organization in the Archdiocese. The spectrum of the School editions includes a wide range of educational and teaching aids on various disciplines in the humanities for schools, gymnasiums and lyceums: Russian history, Russian language and literature, basics of Orthodox culture, Orthodox culture of Russia, etc. Recent years the School carries out textbooks edition in the Orthodox module of the course «Fundamentals of religious cultures and secular ethics». In collaboration with the Princess Elizabeth Orthodox Sisterhood the School has published a number of textbooks on medicine. Another important aspect of publishing activity is editing documents and monuments of the Orthodox literature related to the missionary work history in the region, hagiographic materials, as well as scientific works on problems of theology and the Orthodox Church history in Siberia, proceedings of educational Christmas readings.

Abstract
Editorial art is treated as realization of the relationship of artistic-aesthetic and intellectual-speech activities. This specific activity is formed under certain conditions of learning editing, where it becomes a form of self-expression, conscience of students, means of their self-development. The principles of this training, the main one of which is the editing structural-functional organization in situation of joint productive activity, are described.

Abstract
The article deals with the problem of further development of the library-bibliographic classification (LBC), in particular, the issue of methodological development of Department 1 «General scientific and interdisciplinary knowledge». This topic raised by experts in late 1980s is still the subject of discussion both in the professional library and in the scientific community. The article presents a proposal on this issue compiled by specialists of the Center for studying informatics problems in INION RAS based of discussions and a subsequent report by LBC Chief Editor E. R. Sukiasyan. General positions of the Scientific-Methodological Council of the Research-Publishing Center on LSC development in the Russian Sate Library adopted as the results of the scientific community discussions are presented.
