DISCUSSIONS
The discussion reflects the points of view of doctors of sciences from the Russian State Library, the Russian National Library, the Saint-Peterburg State Institute of Culture and the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS), voiced on March 16, 2022 at the round table “Science in Libraries”. The round table was held within the framework of the international conference “Libway” held by the SPSTL SB RAS. The participants of the discussion answered the following questions: general assessment of the state of domestic library science, book science, bibliography; key areas of library science, book science and bibliography in the second decade of the 21st Century; problems of scientific personnel training; the place of library science and the prospects for its development within the new Nomenclature of scientific specialties. The discussion made it possible to single out the following problems: the importance of solving practice-oriented problems of library science and bibliography, and only then their theoretical analysis and generalization; work in the library field of specialists from other industries with a poor understanding of librarianship and bibliography issues; lack of educational and methodological materials for graduate students and their supervisors; a very small number of state-funded places in graduate school and the lack of material incentives to attract specialists to scientific research. In a general assessment of the state of the disciplines of the documentary and communication cycle, opinions differed – from an optimistic view of the future of these disciplines to a pessimistic one due to the presence of numerous internal problems. The necessity of collaboration is stressed. All participants expressed their deepest satisfaction with the inclusion of library, bibliography and book sciences in the new Nomenclature of scientific specialties and the emergence of a new specialty passport.
LIBRARY WORLD
The creation of official websites of modern libraries has opened up for them fundamentally new opportunities to present a wide range of information resources and services for remote users. The purpose of the article is to reveal the problem of determining the rational composition and placement of headings and subheadings in the content structure of library sites and to present a typical content model as one of the possible means to ensure the orientation of users on the sites of the same type of libraries from the standpoint of a user-oriented approach. A typical model of the content of the official website of the central libraries of the subjects of the Russian Federation is proposed. It can be used in any of the libraries of the types under consideration (republican, regional, autonomous districts and regions, as well as central libraries of cities of federal subordination). The proposed typical model is aimed at overcoming the unreasonable diversity of structural elements by reducing the existing list of headings and subheadings and bringing them to uniformity and to provide mutual understanding between library site developers and remote users. The unification of the content structure of official library websites can become a condition not only for improving the quality of the content of individual sites, but also for ensuring their compatibility to form uniform digital library and information space in Russia.
In the context of an evolving digital environment of library education, it is important to study the needs and expectations of students as participants of the educational process and the direct consumers of educational services. This paper presents the results of a questionnaire survey of students studying on the specialty “Library and Information Activities” at the Belarusian State University of Culture and Arts. The objective of the survey was to determine the students’ vision of new trends in educational practice and the prospects for the development of library education associated with digitalization. The study was conducted by the working group as a part of the contract research “Explore trends and ways of development of library and information education in the digital age”. The survey touched upon such research areas as a promising vector for the development of library education, students’ readiness for library activities in a digital environment, and the use of information and communication technologies in the learning process. It was found that the students consider the information and technological courses as a promising vector for the development of library education (information courses as the basis for training). In the courses taught at the Faculty of Information and Document Communications, students would like to focus on remote user service, programming, data analytics, digital technologies, neural networks, nanotechnologies, digital marketing, web design basics, the creation and design of electronic resources, the basics of working with graphic editors and other. Assessing the importance of various types of library work in the digital environment, students marked “Working with electronic catalogs and databases” as the most important one. Least of all, students consider themselves ready for the “Work to create electronic information resources” and “Work to provide access to electronic information resources”. In the process of distance learning during the epidemic COVID-19, the greatest difficulty was the increase of the workload, the complication of the learning process. Of less significance were the technical communication problems. А set of measures from the viewpoint of students to improve the quality and competitive advantages of library and information education in the digital age is defined.
The analysis of professional competencies of information specialists in domestic libraries operating in the research environment is carried out. The research is based on a questionnaire on the relevance of certain groups of professional competencies: background knowledge and skills, knowledge and skills in the field of scholarly communication, “soft” skills. The target group of the survey included library staff engaged in information and analytical support of fundamental researches of the Russian Academy of Sciences. It is revealed that the overwhelming majority of respondents recognize the relevance of the competencies included in the survey for library practice. Based on the respondents’ responses, competencies are divided into two key categories: universal and specialized. More than 60 % of the competence groups in the sections “background knowledge and skills” and “knowledge and skills in the field of scholarly communication” are classified by the majority of respondents as specialized ones. Almost all “soft” skills are classified by the majority of respondents as universal ones. Competence groups classified as “universal” can be used as the basis for the development of a general competence model for scientific library staff working in a research environment. Competence groups classified as “specialized” – are of importance for the development of variable models of competencies for individual functional roles of employees engaged in information and analytical support of scientific research.
Globalization is closely connected with the process of transition to a common information space. Libraries take an active part in this process. They, thanks to the development of cooperation, can use international experience, evaluate their activities and achievements, identify problems, improve the professional level of library specialists and participate in the development of new concepts for the development of library and information business and culture in general, intensify interaction with state and interstate coordination bodies. The article summarizes the experience of organization of work on the development of international cooperation between the libraries of the Republic of Uzbekistan with libraries and leading information, educational and scientific institutions, publishing houses of foreign countries, diplomatic missions, funds, representative offices of international organizations. It includes international document exchange, readers service within the framework of international interlibrary loan; project activities, preparation and holding of international scientific and practical conferences, symposiums, seminars, exhibitions, etc. The main directions of international activities of the National Library of the Republic of Uzbekistan named after A. Navoi and information resource centers of universities are also described. The author comes to the conclusion that for a fruitful solution of problems, it is necessary to create a legal framework, attract grant funds and organize joint commercial international projects.
User service by means of multimedia is an actual direction of library practice. Modern forms of interaction with the user have wide functionality, attract readers, form the image of an information institution and provide comfortable service conditions. The analysis of the experience of libraries in the creation and use of multimedia products allows the identification of main trends in the use of multimedia in library practice, studying the range of existing multimedia products, their features, advantages and typical errors. The purpose of the work is to study the foreign experience of creating and using multimedia products in servicing library users. In the course of the research, the following methods were used: analysis of the document flow based on the study of foreign professional periodicals, analysis of the websites of foreign national libraries, comparative analysis of foreign and domestic experience in presenting multimedia products on library websites. Foreign experience is considered on the basis of publications presented in foreign professional periodicals and analysis of multimedia sites of foreign national libraries. Multimedia products of domestic libraries are considered based on the analysis of the assortment presented on the websites of libraries of various levels and departmental affiliation. The description of the features of the implementation of multimedia products and their specific assortment is given. The analysis of publication activity on the problem under consideration and the thematic distribution of publications are presented, foreign journals with the largest number of articles on the research topic are identified. It is established that the issues of creating and using multimedia products are relevant not only for domestic, but also for foreign library practice. The interest of foreign authors in providing services in a remote format is noted. The creation and use of multimedia products in publications is mainly presented by the example of describing the experience of national libraries and libraries of educational institutions. The paper analyzes in detail the range and features of the implementation of multimedia products on the websites of foreign libraries in comparison with domestic library practice. The common types of multimedia products presented by foreign libraries and their difference from similar domestic ones are revealed. The forms of information presentation and additional features implemented in multimedia products are considered. It can be noted that the websites of foreign libraries do not reveal unique multimedia products that are not typical for domestic library practice, at the same time, a number of features in the presentation of information and the species assortment are noted.
The article focuses on the issue of the mass appearance of the “public”, “folk” and street libraries in the Republic of Tyva. The author gives the historical experience of creating such libraries in the region, concentrates herself on their future and compares it with the open of modern “public” and “folk” libraries. The aim of the study is to conceptualize this phenomenon as the process of the transformation of the “public” libraries, or as a new form of the library space organization in the region. Basing on the research results there arises a question, related to the need for creation and existence of such libraries. The conclusion is as follows. It is possible to change the library services organization in public libraries, via, e.g., the creation of reading rooms with free access to the certain parts of library collection without registration as a reader, the opening of outof-station service points in convenient places for people, the organization of bookcrossing. For further investigating the demand for the “public’, ‘folk” and street libraries it is necessary to conduct a population survey, as well as to study the quality of the library and information services of the libraries of the Republic of Tyva.
BOOK CULTURE
The paper deals with the principles of the book fund organization in Library Science Museum (1919–1921), created by the future famous library scientist and bibliologist D. A. Balika during his professional formation in Tomsk. The Museum was created for didactic and methodological support of library professional education. The author shows the functional structure of the book collection and gives comments on possible dynamics of its composition, describes the methods to identify the source books and the sample books basing on the features of their publishing and printing form and various aspects of content (affiliation to a particular branch of knowledge, psychological type). She characterizes the ways to use two mentioned types of editions in educational process. (That is for the formation of knowledge and skills in library science, book studies, author studies and reader studies in a passive or active way – by the assimilation of the source books’ content or by the analytical description of the sample books). The author traces the biblio-psychological (Rubakin’s) traditions and biblio-pedagogic innovations in D. A. Balika’s vision of librarian’s “inner work” (“reading guidance” within the framework of the extracurricular education program). The transformation technology of a non-specialized fund into an educational one implemented by D. A. Balika seems to be relevant nowadays due to the strengthening (restoration) of the reader focus in the programs of higher library education in Russia and Ukraine at the beginning of the XXI century.
The fund of the Public Library of P. I. Makushin in Tomsk and the dynamics of its replenishment at the end of the XIXth – the beginning of the XXth century are presented and analyzed. The purpose of the article is to reconstruct the fund of this library. To achieve it, use was made of eleven printed catalogs of this library, additions and attachments to them of different years. This base allowed the calculation the number of titles and volumes of books in the library as a whole and in its departments. It is discovered that their number has increased respectively from 3925 and 6415 in 1878 to 7162 and 9334 in 1907, and in 1916 the fund was replenished by another 2753 and 3745 tytles, which allows us to talk about the steady positive dynamics of the fund replenishment. Quantitative indicators of titles and volumes with works by famous domestic and foreign writers are given in dynamics. Short lists of authors whose works on art, scientific and philosophical works presented in the library fund, and a number of works in all departments are compiled. The presence in the fund of such publications that have introduced to readers the achievements of science and technology, various religious, socio-political and economic teachings, including revolutionary ones, together with the increase in the number of books in the fund and the predominance of secular literature in it is the manifestation of the modernization of traditional society that took place in the country during the period under review.
For the first time, the history of the publishing house of the third wave of Russian emigration “Syntaxis” is reconstructed, a brief outline of the history of the journal of the same name is given. The article provides a historiographic review of the study of the topic. The sources for funding the journal and the publishing house are identified. The activity of the “Syntaxis” printing house and the reasons of its origin are reconstructed. The role of the owners and founders of the publishing house M. V. Rozanova and A. D. Sinyavsky in the activities of the publishing house is shown. Particular attention is paid to the wellknown books by A. D. Sinyavsky. The publishing policy of “Syntaxis” is analysed. The thematic and typological analysis of its products is given. The publishing house has discovered the names of E. Limonov, V. Sorokin and others that are popular with modern Russian readers. Memoirs by A. Z. Steinberg attract the attention of scientists of various profiles. Non-traditional editions of “Syntaxis”are of interest to domestic and foreign bibliophiles and antiquarians. The activities of the publishing house “Maryina Roshcha” – a branch of “Syntaxis” is shown. Special attention is paid to the illustrators of the publishing house.
SCIENCE IN FIGURES
Scientometrics today is an effective tool to analyze and evaluate the activities of scientific organizations, as well as to form strategies and forecasts for the development of scientific research. To carry out scientometric research, specialists are required with the knowledge and skills to work with scientometric data. Such specialists can be employees of research libraries. The purpose of the study is to determine the role of the research library in carrying out scientometric works in the interests of research organizations. The article describes the experience of bibliometric analysis and the development of scientometrics in the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences (UB RAS). The study of the state of scientometrics in research organizations of UD RAS was carried out by the method of questionnaires. As a result, it is revealed that most often work in scientometric databases is carried out by scientific secretaries and deputy directors for scientific work. In some answers one can see a limited use of scientometric databases capabilities. Thus, the need for a specialist in scientometrics has been identified. Despite the indicated advantages of library specialists, the importance of interaction between a research organization and a library is emphasized for conducting a high-quality scientometric analysis.
The article presents tools for searching and analyzing keywords in the scientific electronic library eLIBRARY.ru. On the basis of identifying common keywords in research on information and library policy, as well as determining of the most used keywords in each of the scientific areas, the current state and prospects for the integration of library science, political science and sociological research are determined. The author comes to the following conclusions. The most important topics are related to such keywords as “information resources”, “information equality”, “information space”; library studies on the issues of state regulation of the development of the media space and the promotion of news information have not been recorded, there are very few studies on the actualization of libraries as subjects of the promotion of state civilizational values.
