The article deals with the problem of applying terms of the library local studies in practice. The essence is that lots of concepts, according to the author’s view, do not meet modern trends of social-economic development of the territory, it complicates the process of forming the regional documents collection in libraries.
It is supposed to complete the conceptual row of the topic with more precise definitions and to introduce them into the lexicon of librarians-practitioners, it’s the article objective.
Using the complex of research methods (an informative approach, comparative analysis of quotations, analyticsynthetic processing technique) the existing terminology was studied and views evolution of local library researchers was analyzed in relation to local history and regional documents. Arguments legality of applying the term "regional document" in the library practical activities is shown.
As a result of the preliminary study, the author came to the conclusion about the need to clarify investigated terms, which should facilitate implementation of local history and regional studies work by librarians. It was proposed own interpretation of definitions and the refined scheme of the regional documents collection in the regional central library.
LIBRARY WORLD
Among the libraries of research institutions of the Siberian Branch of the Russian Academy of Sciences (RI SB RAS) only 29 of 70 are members of any corporate library system. A survey of these libraries staff has identified the following issues that prevent them from working within corporate library systems: absence of electronic catalog in libraries related to lack of funding to purchase automated library information systems (ALIS), using various ALIS, different quality and uniformity missing of electronic catalogue records. The author suggests possible ways to solve these problems: transition to automated system IRBIS for libraries that work in other ALIS, joining IRBIS-Corporation, using cloud technology to embed information resources of the library.
In the context of activity in library corporations, participating libraries afford their electronic catalog into the union catalogue; implement technology of corporate catalogization, interlibrary loan and electronic document delivery; solve problems of information services of users applying the corporative product. However, to resolve the whole complex of problems some libraries have to participate in several corporate systems. For effective corporate interaction libraries need a unified library corporate system combining all libraries of SB RAS’ research institutions and providing solutions to all complex problems.
A modern specialist of library-information work should quickly solve extraordinary information problem, professionally carry out expert-consulting, research, design and creative activity. To implement the above mentioned tasks library-information institutions need to attract young creative professionals who have special training.
Dissertations defended for the last 10 years in Russia were analyzed in order to clarify the research development trends on the problems of young generation professional orientation. Analysis of dissertations e-library collection revealed 183 works on relevant topics, 77% of which were devoted to pedagogical specialties.
Kemerovo State Institute of Culture trains unique professionals at the Department of Automated Information Processing Technologies (DAIPT) at specialty «Library-Information Activities», profile «Technology of Automated LibraryInformation Systems». The uniqueness of these specialists is determined by a wide humanitarian education, integration of their training in the field of library-information technologies and resources, information-analytical technologies with acquiring modern software and hardware, information-communication technologies. To attract students to this training direction DAIPT’s lecturers have developed forms of using information-communication technology in vocational guidance competitions for schoolchildren. To interact with contestants interactive forms are applied that allow activating participants and organizers joint activity. Competitive events are held both internally and in absentia.
Thus, studied theses and the experience of holding vocational guidance competitions among schoolchildren show that there is the necessity to develop science-based approaches to implementation of career-oriented work by higher education institutions in the field of information-library activities using modern interactive forms that activate the conscious activity of pupils.
The article is devoted to the analysis of the «Ministry of Education Journal» as a historical source on the history of libraries and librarianship. The magazine was published in 1834–1917. During the journal activities it published about 45 thousand articles, over 300 of which were devoted to librarianship. This is an average 3.42 publications per year. They are normative acts in the field of librarianship, articles devoted foreign librarianship, history of domestic libraries. A large number of notes were reprinted from local editions and dedicated to the provincial public libraries and libraries of educational institutions.
For the first time in the national librarianship the author analyzes the editorial policy of the journal related to library construction. The first stage was based on the concept of official nationality of the Minister of Education S. Uvarov, which was focused on publishing articles on the library system organization and familiarizing readers with the world librarianship development. The editorial policy second stage, began in 1860, was based on N. Ushinsky views about education nationality and upbringing through the book. The special attention was paid to activities of the Imperial Public Library, Rumyantsev Public Museum and Vilen Public Library. For the first time the journal publishes articles devoted to the problem of academic libraries acquisition, cataloging, etc.
The article reveals the role of a university library in forming the united information-educational space. The higher institution library is considered as a backbone element of the information-educational space. A qualitative change in the library activities is emphasized by its ability to interact with other subjects of the educational space both within the university and beyond it.
The university library has an integrative function providing the effect of the integrity of the information-educational space in two directions: internal and external ones. The emphasis is placed on the disclosing the integration external direction, that ensure the library access to the global information-educational spaces of the city, region, country, and world. Early forms of realizing the integration external direction are shown. First directions on the resources sharing are marked in organizing libraries interaction.
The involved item modern state supposes using both traditional and electronic information resources, and new information technologies allow opening new forms of implementation of the integration external direction. Among them are consortia and corporations of university libraries of cities, regions, as well as other levels and departments. Libraries, becoming resource centers of universities and regions, create research-educational orientated resources; serve the university, municipal and regional circle of users, providing them with direct and remote access to all available resources. The integrative function content of university libraries is connected with creating a uniform information-educational space of the region, namely the unification of library activities of territorial entities (a region, a city) and libraries of other regional systems and departments (education, science, culture, etc.).
The next form of implementing the integration external direction is participation of education institutions in development of the existing electronic library systems, i.e. interaction between electronic resources created by the universities of culture and arts, and external electronic resources available to students. Thus, integrative function of the university libraries includes supporting to fill external electronic library systems with the profile content (both educational and scientific character).
The third form implementing the integration external direction is an integrated electronic library. It allows organizing the united information-educational space with the whole set of information-educational resources such as bibliographic, abstract, reference, analytical, full-text ones, etc., and the university library ensures its integrity thanks to its integrative function.
METHODOLOGY OF RESEARCH WORK
SCIENCE IN FIGURES
OVERVIEWS
EXPERIENCE EXCHANGE
The article represents two methods of estimating publication citations based on information-analytical systems «Map of Russian science» (IAS MRS) using analytical tools of this system to evaluate research significance of scientists. These techniques are advisory in nature and exemplified by two researchers, who publish the most actively in journal «Scientific and Technical Libraries». They can only be used for the analysis of citation of verified scientists in IAS MRS. The paper gives a comparison with the IAS Russian Science Citation Index. The advantage of the first technique is obtaining data to study the researcher profile in detail. The bibliometric analysis of an individual approach, in contrast to the comparative approach of the second technique is not directed to get the characteristics of «more, less, equal», but to study bibliographic information about publications obtaining not quantitative but qualitative data.
The comparative-analytical method has a statistical character showing a quantitative picture, which is the information basis for further bibliometric analysis and getting new qualitative results.
