Abstract
The article discusses the results of studying a document flow of English-speaking dissertations in the field of library science, bibliography and bibliology, as well as information management for a centenary period. To solve the research tasks, a scientometric approach has been applied including sources, bibliometric, historical methods, as well as elements of the content analysis. The author has carried out a thematic selection of English-language dissertations from several foreign sources, in particular, databases by UMIProQuest Co and some others. The paper reveals development trends of library information science abroad for hundred years. The author compiled and published an annotated list of English-language theses on this topic with the translation into Russian.

Abstract
The article provides an overview of the chronological table on the history of the national librarianship prepared by the Russian State Library staff. The chronology covers over 1,250 library and related events and facts that took place in the period from the mid XI-XX centuries. The paper reveals basic methodological problems of chronological surveys and gives methodical recommendations to overcome them. It notes that the foundation to construct the chronological table should be a model of historical development on which basis is the selection of specific events. The author shows the most significant events of the library history in details and in this way separates them from others.

Abstract
The article is devoted to consideration of the scientific technical library activity relevance and efficiency on the base of a large nuclear machine building company (JSC «Afrikantov OKBM»). The article objective is to determine the current level of the scientific technical library functioning, to assess compliance with stated mission, aims, objectives and best practices, as well as to identify problems, employees’ wishes and expectations for claimed issue and to define areas for further library development. The study was carried on by empirical methods through direct and indirect interviews and questionnaries of parties concerned. The results analysis was done using well-known scientific methods (grouping, classification, analysis, synthesis, etc.) based on process, complex functional and system approaches. The research showed that the library of the industrial company was in demand, and its quality, in general, met the consumers’ expectations, but there were certain problem areas that should be improved. The article examines general trends of libraries development in Russia and abroad, existing gaps, as well as scientific technical libraries features specific for industrial companies. The conclusions are based on the qualitative and quantitative analysis of relevance and quality of the library activity on key characteristics (efficiency criteria) formulated in ISO 11620:1998 «Library performance indicators». The list of problem areas in terms of library work organizational and services provision is defined as a result. At the same time, the problem areas are considered as «development areas», which solution will increase the library activity demand and efficiency. The customers and stakeholders satisfaction will be grown by implementing scientific, technical and organizational measures.

Abstract
The article first considers the historical experience of Tobolsk District Library formation and development in 1923-1930. It characterizes the forms and methods of library practice, the specifics of working with other regional libraries, especially the personnel policy. The regional libraries management was carried on under difficult natural geographical conditions: the district area was more than 1,3 million square kilometers, a significant distance from administrative centers and settlements of the district, instability of socio-political processes, low level of socio-economic development, etc. Operating from 1923 to 1930, the district library was assigned the following tasks: combining libraries, coordination of their activities, assistance in work organization, books provision, creating teaching materials, and others. During the studied period, libraries experienced difficulties related to low funding, poor working conditions, lack of electricity, insufficient supply with literature. New forms of library work required additional funding, training and retraining. These problems have not been resolved. Methodological assistance was provided in various forms: meetings, group classes, by correspondence. In October 30, 1929 the CPSU (b) adopted a resolution «On the library activity improvement», which gave a negative assessment of the library business state in the USSR. In 1930 the work of the District Library was recognized as unsatisfactory. These shortcomings in the work fully coincided with the all-Union ones. Nevertheless, a small team carried on work to preserve the existing libraries and create new ones. Much attention was paid to the rural reading rooms, mobile libraries, and bibliography activity.

Abstract
The article is devoted to the review of the effectiveness main indicators to promote library resources and services related to the intended target audience evidently for the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) website. To consider a number of indicators for creating a simplified EMO (electronic marketing orientation) model of an organization, the authors attempt to track the ratio of users belonging to the intended target audience, with the overall activity of Russian users.

Abstract
The paper analyzes data on the flow of non-periodical publications entering the collections of the Centralized Library System headed by the Library for Natural Sciences of the Russian Academy of Sciences (LNS RAS). The analysis is carried on for a five-year interval (2013-2017). It gives the general annual quantitative characteristics of domestic and foreign publications acquisition. The author shows a sharp drop in the number of incoming foreign, as well as translated publications, on natural sciences. The article presents the efficiency analysis of receipting publications on a legal copy (LC), which shows that the efficiency (a share of publications for the current year in LC flows), although slightly increasing over the past year, remains rather low. Publications of 2017 not received by LNS RAS in the LC flow have been identified, and their reconciliation with the Russian State Library catalog has been carried out.

Abstract
Access to public services, both online and in situ (through multifunctional public service centers) is a key element in developing e-government and provision of equal opportunities for all groups of citizens. Saint Petersburg State Library for the Blind and Visually Impaired Persons in cooperation with the Saint Petersburg Regional Organization of the All-Russian Society of the Blind carried on a research to determine the target audience needs to assess the state and identify problems of access to public services for people with visual impairments. The study main objective was to evaluate principles and methods of obtaining public services by people with visual problems, reveal main problems in obtaining services and determine ways to solve them. The results obtained during the research show both a high degree of demand in public services for the target audience and a number of problems in obtaining them both online and in multifunctional service centers. In this regard, the library can take over consultative functions to provide comprehensive professional information support to its users in the area of public services.

Abstract
Based on the analysis of publications of scholars and book practitioners the author formulates main features and definition of the bookselling network as a set of wholesale, wholesale-retail and retail bookselling enterprises under common management (a single management center and unified management principles), which sell the similar book and accompanying assortment of goods and services for personal and public (library) consumption to get profit. The world largest, having no analogues to date, national bookselling network was the unified state centralized system of the USSR State Printing Committee, which included 3,763 stores in 1988. After its disintegration in 1996-2000, the federal, regional and local bookselling networks started forming both in the center of Russia and in regions on other principles and in other ways. The phenomenon of the Russian book market at the turn of the XX and XXI centuries was a wholesale and retail book-selling company «Top-book» (1995-2011). The company built a system of logistics centers, developed and implemented various formats of the retail distribution network. By 2010, the «Top-Book» had over 500 stores in more than 230 Russian cities and sold above 3 million books a month. At the same time, the company's unprecedented pace of development required organizational changes: improving manageability, optimizing the budget expenditure part by reducing costs. The impossibility to solve the problems led the company to bankruptcy in 2011. The largest federal bookstore network enterprise in Russia by 2017 is the integrated retail network «Chitai-gorod» - «Bukvoed» over 528 enterprises in 167 cities of Russia. There are 55 stores in 21 cities of Siberia and the Far East. But the most significant for the regional book market is the activity of bookselling associations established in Siberia and the Far East. Mostly there are networks created by booksellers in the region, but publishing and book-selling holdings («Bichik», «Apex», «Novaya kniga», etc.) form networks to sale their own printed products as well.

Abstract
The article considers the information relations at the innovation sphere with the point of creation, use and legal regulation approaches. The authors analyze actions of various subjects entering information relations in the field of innovation, starting with the state ending with individuals. The researchers conclude that the improvement of information relations in the field of innovation should occur by strengthening the administration, rather than civil law regulation.
